Our Team

Roy Toh

Chief Executive Officer

Roy co-founded Terra Systems Singapore in May 2003, but acted as a sleeping partner until he officially worked full-time in 2009.

Roy has extensive experience in running technology businesses having over 15 years of corporate business management experience. Roy was a Sales Director at a Singapore listed company for 5 years and left to join a global MNC as Asia-Pacific Vice President in 2007. He managed portfolios of multi-millions of businesses across Asia-Pacific. Roy is also a technoprenuer having started several other technology companies in Singapore, Malaysia, China and United States.

Edmund Liu

Chief Operating Officer

Edmund Liu joined Terra in 2020 to manage Terra’s contact centre business. He is currently managing a team of more than 150 staff, across various projects for the Immigration and Checkpoints Authority (ICA), Health Promotion Board (HPB), Ministry of Culture Community & Youth (MCCY), and the Singapore Tourism Board (STB). As COO, Edmund helps to steer the drive towards operational efficiency, through the use of Customer Relationship Management (CRM), Knowledge Management (KM), and Quality Assurance (QA) initiatives.

Prior to this appointment, Edmund held various senior level positions in a number of global MNCs, with over 15 years of experience across client management, project management, business process improvement and software development.

Maureen Chua

Chief Administrative Officer

As CAO, Maureen works closely with the CEO on ensuring operational and administrative efficiency. She leads a range of functions including Corporate Development, Administration, HR and Executive Compensation. Maureen brought along her 17 years’ of experience, holdings senior management positions in Human Resources and Corporate Affairs. She is responsible for most start-up businesses across Singapore, Malaysia, Philippines, Shenzhen and Shanghai.


Chief Financial Officer

To support Terra System’s exciting business growth, Meiyan joined the management team of Terra Systems as CFO in June 2021, and is responsible for accounting, financial, taxation and treasury matters of the Group.

She has more than 17 years of experience in Big 4 audit and SGX listco environments.

A CA Singapore and FCCA, UK, Meiyan is a member of the Institute of Singapore Chartered Accountants, and a Fellow of the Association of Chartered Certified Accountants, UK.
